Use Microsoft Entra ID for operator access

The operator console is the primary daily workspace. This Django admin is the secondary backoffice for break-glass and support-only tasks.

• Overview, onboarding, policy builder, and recovery now live in the operator console after sign-in.
• Router APIs continue to use enrollment tokens instead of browser sessions.
